How can Frank and Mary Conaway have three homestead tax credits? Are they really married? What is the next Conaway embarrassment? When will they all resign?

Today the  Baltimore Sun finally got around to covering a small part of the Conaway property tax scandal that had yet to be mentioned in the mainstream media. I covered the Mary Conaway aspect of the story back in March.

The Conaways (Mary and Frank Sr.) should have known that between them they were receiving three homestead property tax credits when they should only have been receiving one!  I brought up the very important marriage aspect of Mary Conaway’s (she is the sitting Register of Wills in Baltimore) role in this mess in the original article that disgraced city councilwoman Belinda Conaway sued me over.  Why does this Mary Conaway signed document (originally posted here in MARCH) say Mary Conaway is an unmarried woman? Why does this Frank and Belinda Conaway signed document say that Frank Conaway Sr. is an unmarried man? When are these games going to stop?

I know the Sun has limited space, but the marriage issues that the above linked to documents reveal could have been explored at some point. Why do the Conaways say they are married in public, but on legal documents they say they are unmarried? They can not be married and unmarried at the same time! Public officials must be held accountable for these types of disgraceful controversies. All of the Conaway’s need to resign and return the property tax money they should have been paying for years upon years!  The good news for disgraced councilwoman Belinda Conaway is that if she says she lives in Randallstown (like signed documents state) then she does not owe any back property taxes, but she also should not be representing a district in a jurisdiction where she does not live. No matter what Belinda Conaway should resign immediately.

Today I was on the C4 show hosted by Marta H. Mossburg.  We talked about the Conaway controversies. I want to thank Marta for having me on the show and for her bringing up why no other elected officials have spoken up against the numerous embarrassing Conaway controversies. Jody Landers is the only mayoral candidate who has talked about the residency issues. It is pretty obvious that more than a few of our leaders are pulling off similar Conaway moves. There are some who do not want to “snitch” on their friends and others who do not want to rock the boat because that could mess up their own personal political ambitions. There is no legitimate excuse for the silence of our leaders. Our leaders remained silent when an elected official frivolously  sued a blogger for millions of dollars because he posted legal documents that showed she received a homestead property tax credit in Randallstown.  They may be elected officials but a true leader would not sit idly by when such an injustice is carried out by a colleague. The City Council and the mayor should be figuring out a way to remove Belinda Conaway from office to properly punish her for her outrageous actions which brought national shame to Baltimore and its city council.

Our leaders will keep trying to play around with their taxes, residences, and all sorts of other things until one is made an example of. These types of actions can no longer go unpunished!

Looks like a Twitter person is getting a kick out of Frank Conaway’s embarasements.   The FakeConaway Twitter account has an interesting photo of the Conaway family that looks like it was  taken at Mary’s Cross Country address (Google map 6810 Cross Country to see the front yard). Since Papa, Sister, and Brother bear all say they live on Liberty Heights I find it interesting that they decided to pose for a photo on Cross Country. That does not seem very convenient for three of the Conaways.

Stop the Baltimore City Beverage Tax

The other day I received a robo-call from the group “Stop the Baltimore City Beverage Tax”. I also received a two and a third page full color mailer that was paid for by the American Beverage association a Member of Stop the Baltimore City Beverage Tax”.  Here is a link to the campaign’s official website.

This coalition wants to repeal the Baltimore City beverage tax that was approved last year.  They only ask for your contact information. I assume they want to get this issue on the 2012 ballot or get the city council to create a bill that will repeal the original tax.  There really are no major specifics that I could find. They are clearly well funded.

What to make of the recent Baltimore Sun poll

I know many of you are still without power and can not read what I am typing. Some of you who are just getting your power back probably missed the Baltimore Sun’s story about the mayoral poll they conducted.  The poll basically says that Rawlings-Blake will get over 50% of the vote.  There have been people who have said that the mayor’s competitors should get together and pick the best candidate amongst themselves to challenge the mayor.   If the poll is correct then the “too many competitors diving up the opposition” theory is wrong.

Some groups do not think the poll is correct. You can read one of the anti-poll theories here.  I think the poll is right. I have been saying the mayor probably will get close to or over 50% of the vote and use that momentum for a run for Lieutenant Governor in 2014. I am still very disappointed that one or more of the current mayoral contenders did not try to run for City Council President. I assure you that the council president race would have been less challenging than the mayoral race.

I remember the polling numbers from the 2007 election. The polls said that Sheila Dixon was going to kick Keiffer Mitchell’s butt.  Many people were shocked and frustrated with the poll. There were so many orange Mitchell signs around, how could this happen? Well it did happen. There is a huge chunk of the Baltimore voting population that is so ignorant and complacent that they will always vote for the incumbent because that is the only name they know. They have no desire to “know” any other candidate or research the race.  What they get in the mail and what they see on TV advertisements totally influences their decisions.

It is true that the poll hit a lot of older people because that is who has land lines and that is who has voted in the past. This factor probably only lowered Rolley’s numbers.  The poll showed young people liked Rolley just as much as the Mayor. I think you can conclude that Rolley has probably succeeded in attracting a substantial amount of young and new voters and there is a high likelihood that this will help him overtake Pugh.  It is very newsworthy that Rolley is as popular as the mayor (probably more popular) amongst younger voters. It shows that in the future it is possible that the city may go in a non-incumbent type of direction. It also shows that 60, 70, 80, and 90-year-olds control the direction of current elections and the near future of Baltimore. That is depressing any way you spin it.

On Friday at 6PM I was received a mayoral poll phone call from Hart Research. I thought that another media poll was about to come out and that we may get some other numbers to compare the Sun poll to. I have since been told that Hart Research is the company the mayor’s campaign uses to poll. This was not a cheap little poll. This is an example of just how much money the Rawlings-Blake campaign has to blow. She has a huge lead in one poll, but she is still polling and trying to tweak her campaign!  Her campaign clearly wants to get over 50% of the vote and use the momentum for 2014.
There was an editorial in today’s Baltimore Sun urging people to vote. The election results are the only numbers that really matter.

An odd door knocking strategy employed by the Carl Stokes campaign

I received the following email today:

“Yesterday afternoon as the pre-Irene winds and rains were coming, my doorbell rang and I saw some men in orange rain ponchos. The man on the porch said, “ma’am, I’m here to tell you to evacuate”. I had a little moment, and then he said, “I’m joking, I’m here to tell you about Carl Stokes”. I went a little ballistic, called him a few choice names, and then said, “well, after that stupid stunt, I’m certainly NOT voting for him”. Another neighbor a few houses away reported the same thing.”


I was sent the following email by another person who read the original version of this post:

“One of the men in orange was none other than Delegate Curt Anderson.”

Otis Rolley wins the hurricane challenge

For months I have been saying that in order to beat the Mayor one of her competitors is going to have to partake  in numerous outside of the box campaign activities. This Otis Rolley Tweet describes a storm related activity that fits the outside of the box campaign activity profile that I have been talking about:

“Come help me fill these sandbags outside of the former ESPN zone. The more hands, the more shovels, the more bags. #bmoreprepared”

I received my second Otis Rolley campaign robo-call on Thursday afternoon.  On the other end of the line was a tape of a longtime female resident of Baltimore talking about how Stephanie Rawlings-Blake cares more about her campaign contributors than the citizens of Baltimore. It was pretty hard hitting.

Baltimore is definitely made up of two very different worlds. There are many people who can not stand what Sheila Dixon did and how she left office. There are also many people who have no problem with Sheila Dixon. At the end (3:20 to 3:50 mark) of the following video we learn that Otis Rolley returned campaign contributions he received from Sheila Dixon. Many people think this is a very honorable move and quite a few people (including Dixon apparently) do not like it. I am willing to bet if Rolley kept the money that the Rawlings-Blake campaign would have held it against him. Campaign finance records show that Shelia Dixon related campaign accounts gave Jody Landers $1,000 and Catherine Pugh $1,000.

WOLB and the Conaways should be ashamed

Just when you think the Conaways have stooped as low as they can go, they go even lower. First take a look at this Baltimore Sun letter to the editor that calls them out. Do the Conaways think they are some kind of royalty that does not have to follow the same rules we do?

Today I had the extreme displeasure of listening to Frank Conaway’s radio show on WOLB 1010AM. I believe his lackey co-hosts were A. Dwight Pettit, Corrogan Vaughn, and Carlton Douglas of Carlton C. Douglas Funeral Services. Make sure you boycott these three men because of their support of the Conaways. Throughout the show either Conaway, some of his co-hosts, or his callers called for or did not protest calls for the removal of the Police Commissioner and/or State’s Attorney Greg Bernstein from their elected positions. Since this is the USA and we have freedom of speech I have no problem with these individuals expressing their opinions. My opinion is that every single Conaway should resign from public office  immediately.  The radio show gave plenty of good reasons why members of this family should not hold public offices.

The most outrageous occurrence that took place during the show was when a caller wanted to give Mayoral Candidate Frank Conaway some campaign ideas that dealt with green housing. The caller asked if he should leave his number and Frank Conaway said for the caller to call 410 333 3733.  That phone number is the direct phone line of the Clerk of the Circuit Court! Frank Conaway Sr. told a person to call him for political reasons at his work number! How the heck can Conaway rationalize this and why is there no investigation?  Otis Rolley just called the mayor for conducting politics in city hall yet arrogant Frank Conaway takes it a step further by giving out his work phone number to a political operative over the radio. The clerk of the court should not be conducting politics in the Clarence M. Mitchell, Jr. Courthouse! Speaking of the courthouse, does Frank Conaway get paid for his Clerk of the court job while he is on WOLB in the middle of a Friday afternoon promoting various Conaway political campaigns?

It was funny to hear a Stephanie Rawlings-Blake  commercial during the show. It was even funnier to hear Frank Conaway’s frustration with the commercial. Frank can talk the talk, but he sure can’t walk the walk. He would not allow callers to talk about other candidates (he said you have to pay for commercials), but he promoted his own candidacy and Belinda’s candidacy throughout the show.  It was hilarious to hear Belinda Conaway call the show three different times. Two of those times Frank was feeding her easy questions and one time Belinda claimed to read a letter of support from a 7th district community leader. She did not give out the leader’s name of course. The letter sounded a lot like one of Belinda’s campaign speeches when she talks about her accomplishments.

Is Belinda a grown woman or just her father’s puppet? Frank was feeding her talking points when she called. She claims she has lived at her daddy’s house on Liberty Heights during all her years in office although Baltimore County property tax records have said otherwise.  Belinda asked her doubters “Where have you been?”  I think Belinda needs to answer that question!

Frank made classless political accusations about Nick Mosby’s wife without mentioning her name. Mosby is running against Belinda Conway in the 7th district.

The beginning of the election promotional storm

I have heard that we might have to deal with a tropical storm this weekend. Local candidates are beginning to inundate super voters (those who voted in the 2007, 2008, and 2010 primary elections) with promotional mailings and phone calls. We probably will drown in hurricane Stephanie mailings before Irene hits us.

On Wednesday afternoon I received a robocall from Otis Rolley. Rolley is the second mayoral candidate to call me. Rawlings-Blake’s campaign had a live volunteer call me earlier this month.

I received my second Stephanie Rawlings-Blake promotional piece in the mail this morning. It was a full page, full color, two sided, thick paper piece. The theme of the mailer is “Stronger Neighborhoods/Revitalizing Communities”. It looks like my predictions of six Stephanie Rawlings-Blake mailers has a good chance of becoming reality.

City Council candidates are getting in to the act also. A friend of mine in Canton gave me a Jim Kraft full color mailer he received last week. Yesterday I received my first 7th District mailer, it was a full color piece from Nick Mosby.

A reader emailed me about two Rawlings-Blake commercials she had seen on television. I have included the only one I could find online below. The reader wondered why all the people in the commercial were African-American. I think there must be some sort of logic behind that move. The marketing team is probably trying to reach out to a certain demographic that they think the mayor needs to dominate. I assume they felt that older black women would like the commercial and to cater towards them. If Rawlings-Blake does well amongst these voters then she will win the election.

Late Wednesday night I heard about the death of legendary Oriole pitcher Mike Flanagan. The following clips are from the 1983 World Series and the 1983 American League Championship Series. Flanagan pitched in both series and played a major role on the 1983 Orioles. I hope these clips bring back some good memories on this somber day:

Frank Conaway has received $58,440 in Lump Sum contributions since January

This article was originally going to be about joke mayoral candidate Frank Conaway’s large campaign sign posted on the controversial Linden Liquors in Reservoir Hill. I was doing some campaign finance research and I stumbled upon Conaway’s latest report so I decided to expand my original story.  Frank Conaway Sr. was also in the news today because he was caught receiving a homestead property tax credit at two different houses in Baltimore. The Sun should be commended for writing about this, but this should have been investigated back in March when I wrote about the Bareva road house.  Now is a great time to remind all of you of what I discovered and made very public back in March:

“The State of Maryland says that the following people use the following residences as principal residences and that they receive the homestead property tax credit at every location:

Frank Conaway Sr.- 3210 Liberty Heights Avenue Baltimore, MD 21215
Mary Conaway- 6810 Cross Country Blvd Baltimore, MD 21215
Belinda Conaway- 9810 Southall Rd, Randallstown, MD 21133
Frank Conaway- 3931 Bareva Rd Baltimore, MD 21215″

One would think that the Conaways would try to avoid controversy after such revelations. Well They have done a bad job of that. I have found out that the “Friends of (Frank) Conaway” campaign account has received $58,440 in Lump Sum contributions since January.  These anonymous contributions make up 100% of the funds raised by this account since January.

Lump Sum is a controversial campaign finance term that is talked about in this Baltimore Sun article from May 14, 2011. In the article Frank Conaway Sr. is quoted and talked about:

“Conaway, the city’s Circuit Court clerk, reported a lump sum contribution of $13,785 on May 21, 2008. He noted receiving the same amount precisely one year later. Additionally, nearly all of the contributions received by The Four Bears political slate he shares with his wife and two children are marked as lump sums.

When asked about the reports, Conaway said he had no idea what a lump sum is. He said he is an almost entirely self-financed candidate and surmised that the lump sums are actually personal loans he extended to himself. Loans are required to be noted as such in campaign finance reports.

“It’s an error, you can count on that,” Conaway said. He said his campaign would contact the State Board of Elections about correcting the record.”

The Conaways sure like to talk about correcting things yet here we have the mysterious lump sum pop up again!  This is becoming a big joke. The Conaways are filled with lame excuses. Frank said his original lump sum issue was as “error” and that he would contact the Board of Elections. Three months later we have more so-called errors. Did he contact the board of elections?  Can he please tell us where this money is really coming from? The man holds an important elected office and we are supposed to believe that he is this incompetent when it comes to campaign finances?  He can legally pass on some of this money to his daughter’s George Della and Jack Young supported campaign if he wants to.  This “error” needs to be fixed immediately and state elections officials need to take a strong stand on these types of “errors”

The start of the political earthquake in Baltimore

There are so many little local political tidbits I need to mention. This earthquake gave me a great title that will allow me to talk about all of my recent political observations in one entry.

The truly earthquake-like event that I observed on Saturday was the mayor’s first mailing. With a little over three weeks before the election the mayor sent out a full color, two-sided, thick paper, oversized, crime themed mailer. I assume every super voter in Baltimore received this Rawlings-Blake promotion. It basically says the mayor is awesome and she is especially awesome at fighting crime.  There will be other large mailers from the mayor coming out very soon and I assume they also will be themed. We are beginning to see what the money she raised is buying. She is doing what all well-funded politicians in Baltimore do: inundating the super voters with large  colorful propaganda pieces over the final three weeks of the campaign. It looks like our mayor has so much money that she has started her mailings a little early. I predict I get seven mailers from her.

In past articles I have mentioned some of the hard working candidates I have randomly run into during my travels around Baltimore. On Thursday night at the Best of Baltimore magazine party I ran into first district Candidate Jason Kahler.  Jason was taking a break from pounding the pavement and meeting first district voters. He actually recognized me and said hello. He is a nice guy and has his work cut out for him. George Della gave incumbent Jim Kraft three times the amount of money that Kahler has raised! The establishment’s financial advantage always finds new ways to sicken me.

On Friday night I was at the Windup Space on North Avenue. I did not expect to find any candidates there even though one Saturday night I found Odette Ramos a few doors down at Liam’s.  I was pleasantly surprised to run into 12th district candidate Jason Curtis. Curtis was out on Patrol with police on segways. He has done this many times over the last few years. He let me ride his segway for a little bit. I had never been on one before. They are easy to get the hang of.  Jason and Odette are giving Carl Stokes a real run for his money. Both challengers have raised impressive amounts of money. I will write about this in another article soon (I hope).

Last night in Hampden there was a political forum and I ran into Jason Curtis and Odette Ramos again. The forum was for Mayoral, City Council President, 7th district, 12th district, and 14th district candidates. The mayor and Jack Young did not show up. Catherine Pugh can really zoom through all of her talking points. You can tell she has done this before. Landers and Rolley were also their usually solid selves. I was impressed that all three candidates stayed at the event for long periods of time. They are really trying hard and are taking the challenge very seriously.

The night really was quite boring. Most of the people in attendance already had their minds made up on who they were going to vote for in most of the races. The biggest spark of the evening came from City Council President Candidate Tom Kiefaber.  Tom can be a very effective speaker when he wants to be. It is a shame that Jack Young will not debate him. Tom made a passionate plea for new blood in Baltimore politics. He ripped on the media for favoring well-funded candidates and he spoke candidly about the corruption that infests Baltimore politics.  I wished more people could have heard his call for new youthful leadership, it was the highlight of the night.
