Nuisance property problems in Pigtown

This is the most compelling and bold video that the WVDA has ever put together. We need more videos like this one.

Baltimore has a nuisance abatement program that is supposed to shut down nuisance properties. Property owners can be fined and problem residents can be removed by various means. Since this is a legal process it is not a quick process. The bigger question is what is wrong with the Baltimore judicial system? Why are criminals only given slaps on the wrists and what the heck are probation officers doing in Baltimore?

Four years of lawlessness from one house is totally unacceptable and until Baltimore can figure out a way to fix situations like this one, the city is going to have a reputation for putting up with anarchy.  This is a great election year video! Hopefully one of the politicians running for something will use this video as away to generate new solutions and make Baltimore a better place to live.

I found two interesting tidbits in the Sun’s police towing scheme story

From the article:

“I expect all City employees to serve the public with the highest level of integrity, and I will not tolerate criminal or unethical activity by any city employee,” said Mayor Stephanie Rawlings-Blake in a statement.”

Is it ethical for City Councilwoman Rikki Spector to live in the 10th district and represent the 5th district?  Will the mayor continue to tolerate this?

“Paula Protani, who heads an association of the 13 medallion towing companies, said she had lodged numerous complaints about Majestic over the past three years”

“The medallion tow companies have contracts with the city that, in many cases, stretch back for decades. The companies pay a small annual licensing fee — Protani said it was around $500 — and have exclusive rights to tow cars that have been in accidents or are illegally parked in the city. “

“This gives all the good, honest tow companies out there a black eye,” said Protani. “We’re like lawyers — nobody likes a tow company until they need [one].”

Honest tow companies in Baltimore?

The Baltimore City Fraternal Order of Police (FOP) Lodge #3 posted the following on Twitter five hours ago:

“Bull Roast to benefit P/O Sal Rivieri this evening. 7:00-11:00PM. Tall Cedars Hall located at 2501 Putty Hill Ave, Parkville.”

The Vanguard Justice Society financially supported Jessamy

Many voters liked that Patricia Jessamy did not seem to have the best relationship with the police. Some people feel that Jessamy was a sort of counterbalance to the police and now that Bernstein is in charge that a mass conspiracy will be fullfilled and black people will be rounded up by the police and State’s Attorney’s office. That conspiracy theory is a demented and paranoid one, but it was born out of many people’s hate of the police force. I have no idea what Jessamy’s personal feelings are toward the police, but she deffenitly did not mind that people thought she was on a different team than they were.

At the bottom of a Baltimore Sun article from September 1, 2010, there is a very interesting police related quote:

“The Vanguard Justice Society, which represents minority police officers in the city, sponsored a debate between the two candidates. But its president, Lt. Ken Butler, said Wednesday that the group probably would not endorse a candidate.”

The quote itself it pretty boring. Why would a black police group support a woman who is not police friendly? On the other hand would it make sense for a black police group to support a white candidate for State’s Attorney? Neutrality seemed to be the easiest position to take on this race and we all know that in Baltimore our so-called leaders usually choose the easiest option on issues like this.

The Vanguard Justice Society is a non-profit organization (not sure if it is 501 C (3) organization).  It appears this non-profit organization that wanted the world to think it was neutral made the following campaign contributions:

The 2010 campaign contribution was made BEFORE Vanguard Justice Society president Ken Butler said that his group probably would not endorse a candidate.

It looks like Jessamy was friendly with certain police (they financially supported her in 2006 also!). There goes another Bernstein conspiracy theory and the credibility of the Vangaurd Justice Society.

Video of an illegal dirt bike in Pigtown. Will the bureaucrats do as they say?

I have written about the illegal dirt bike problem in Baltimore on quite a few occasions in the past.  Thanks to the WVDA we now have the opportunity to study a real life illegal dirt bike story before it has been concluded. The video that acompanies this story shows an illegal dirt bike being stored in a backyard. Leaders from numerous agencies and branches of government have said that if residents report an illegal dirt bike in the state that this one is in,then the problem will be addressed. We have the opportunity to see if this is all talk that is only intended to calm down a frustrated city or if it is a real promise.

Properly prosecute and detain the criminals of Pigtown so a Charles Village situation can be avoided

Investigative Voice posted a new article about the Pigtown beating that recently transpired.

One complaint that many Pigtown residents have is that drug dealers and “thugs” commit crimes and either get slaps on the wrists or receive no punishments. The trouble makers are well known and they do not hide their illegal activities. The authorities need to make it a priority to shut down the most obvious law breakers before they take their activities to the next level. A few weeks ago in Charles Village a man who should have been in jail killed an innocent man when walking home. It is just a matter of time before one of “Pigtown’s Most Wanted” commits a horrible crime against an innocent person.

A repeat of the Charles Village murder can easily be avoided in Pigtown. Arrest the obvious law breakers when they are breaking the law and do not let them out of jail the next day. Proactively target the most obvious perpetrators. These people are pretty obvious. On a related note check out the following youtube video that some Pigtown residents made. In the video a male pulls a gun from his waist at 19 seconds and several more times throughout the video. At 1:08, the rapper states “He’ll shoot some holes in your head, Sebastian.” At least one of the individuals in this video has notoriously terrorized Pigtown with his illegal actions.

They are talking about Sebastian Sassi who is a very well known activist in the Pigtown area who is trying to make the area a safer place to live. He is very outspoken and has appeared in quite a few news article like this one and this one.

It looks like there was a scary random act of violence in Pigtown. Below are two emails that describe the situation in Pigtown. I have also been told that “WVDA had a meeting scheduled with Major Bloodsworth on 7-6-10 at 6:30pm to discuss the activity on W.Ostend. Due to his abrupt transfer/retirement, we still have not meet face-to-face with a high ranking police officer.” Here is the first email:

“Here’s one e-mail sent to the Southern District Concerning the activity on W.Ostend:

Police cuff and cite City Council Candidate/Community Activist, criminals not pursued after brutally beating resident.

On 6-26-2010 at about 2:30am, Rick ****, of the 1300 block of W.Ostend St, returned home after enjoying the evening out with friends.  When he opened the front door, his dog ran out and around the corner.  Rick pursued the dog around the corner and quickly became surrounded by four drug dealers.  They jumped Rick (for no reason) breaking his nose and blackening both eyes.  Rick stumbled home constantly being pursued by one of the attackers. He entered his home called 911 and City Council Candidate/Community Activist, Adam Van Bavel.

Van Bavel arrived shortly after the Police to help his neighbor.  The Police cuffed The City Council Candidate, made him sit on the curb and left him there for some time.  Eventually, he was given a citation for “hindering” a Police Officer.  However, the Police never searched for, found or arrested the four young black males who jumped Rick.

Several hours later, Sebastian Sassi, (VP of WVDA) checked his voice mail and heard a message from Rick left immediately after the attack. Sassi went to Rick’s house and found the four attackers on the corner by Rick’s home.  Sassi called 911 and an officer responded.  However, the officer only questioned three of the four attackers—getting their names and their dates of births.  The four attackers were not taken into custody nor have warrants been issued for their arrest.”

Here is the second email:

I went to a friend who had called me for safety reasons after he had been assaulted two Saturday’s ago.  Upon arrival I was quickly confronted by one officer out of two.  He asked me to leave at which point I stated I was called by the victim and wanted to see how he was doing.  Rick, the victim was on the stairs, one officer was to his left and the confrontational officer to his right.  I was to the far right.  Rick interjected it was ok I be there, but the officer persisted that I leave and became physical by touching me.  I then removed him from my arms as I had done nothing to provoke this.  At that point he cuffed me, searched me and then went to his car for an extended period of time. The other officer neither agreed nor disagreed with the situation.  I remained quiet with the exception of asking for his badge number.  I wanted to file a complaint, but had scheduled a time to speak with Major Bloodsworth and others to discuss before doing so.  Obviously other issues came into play and that is no longer an option.  I deserve an apology and the court case should be dropped as enough of my time has been wasted.  What is paramount however is the way the situation played out.  We are in a time of extreme tension and community relations are key to maintaining safe communities.  These officers apparently didn’t give any efforts to search for the assailants despite them being known offenders in the area living just blocks away.  I sat in cuffs and took the brunt of the officer’s frustration and those responsible continue to roam free.  Last Monday I helped Rick move some items as he put his house for sale and two of the kids were glaring from the corner on the next block while we transferred items to his car.  That same day a man was stabbed on the opposing corner just hours, maybe even less than an hour before.  These kids are a problem in our community and for all I know it could have been one of them.  The Baltimore Police Department has a tough job and we all need to work together to ease tension and increase positive outcomes.  I simply want the best environment for our citizens and officers to work towards a better Baltimore.  This incident is not the way to get there and similar occurrences happen quite often.  I didn’t know Zach Sowers, but actively followed his story.  I have been attacked myself in Canton years ago and stabbed in the back having my right lung collapse in Ocean City.  Safety is a huge concern for me both personally and for the city I live in.  Please get back to me at your convenience to discuss further.

Follow the money and you will find out who controls Baltimore politics

The curious case of Scott Bloodsworth brings to light some interesting aspects of behind the scenes politics in Baltimore. Major Scott Bloodsworth was commander of the Southern Police District until a few days ago. His removal came as a shock to many residents. He is a popular figure and many felt he was doing a great job. There was a letter writing campaign that tried to get some answers.  Bloodsworth has now announced that he has retired.  At some point during the debacle that Bloodsworth was offered his original job back.

On Friday I was contacted by a resident of the Southern Police District who informed me of what was about to happen and the politics behind it. My source told me that Major Bloodsworth played a large role in facilitating the night tour City Council President Jack Young took of the Federal Hill bar district earlier this year. The Council President saw many wild out of control alcohol-fueled scenes that night. The bar owners were not given a warning so they had no time to clean things up and calm things down before Jack Young and the media got there. The bar owners expected a warning and that is wrong. They should be running their establishments properly at all times instead of just when an inspector or a leader comes by. They are not pleased with the prospect of higher fines for violations that Jack Young supports.

Many of the bar owners are associated with a certain Baltimore fundraising consultant. They give a lot of money to political clients of this fundraising consultant like Stephanie Rawlings-Blake and Martin O’Malley. My source told me that even though this fundraising consultant is not a registered lobbyist that she was able to use her influence at the highest levels of city government to get Major Scott Bloodsworth punished for his involvement in the Jack Young tour (which was a totally legal and appropriate tour). We have a situation where a fundraising consultant is now dictating public safety policy.

Those who donate lots of money to political campaigns in Baltimore own Baltimore. Those who control the flow of money to political campaigns are king makers.

The Baltimore City Salary Database is a great tool

The Baltimore Sun has put together a Baltimore City Salary Database. It is not perfect and you can not look up people by name, but if used correctly it can reveal a lot.  The Baltimore Sun needs to be commended in regards to this development.

I plan to spend some time playing around on this site. I have been busy the last few days, but I did find some time to do some Reservoir Hill related research. I will not name names, but through the database I was able to find out that the officer who is assigned to be the community relations officer (desk job) for my neighborhood and others nearby was paid $80,432 in 2009 and has been a member of the police department since 01-26-1973 (three years before my birth).

Last month the police union vigorously protested against a cutback in their benefits. This desk job “community relations officer” makes $80,432 a year for whatever he does in Baltimore City. The police union would rather see out property taxes raised instead of letting go of behind the desk cops who have (at best) nebulous jobs like this. I take no pity on them. They should be ashamed.

This is not the only do-little/nothing $80k a year job in Baltimore’s bureaucracy. Baltimore has a 15,000-employee municipal government!
