Delegate Sandy Rosenberg of Northwest Baltimore responded to the Sun’s homestead property tax credit article by proposing a not well thought out reactionary solution that will only produce more confusion, dishonesty, and bureaucracy.   It should not surprise anyone that an establishment politician comes up with a publicity (got his name in the paper) ploy instead of a real solution to BALTIMORE’S SUPER HIGH PROPERTY TAX RATE!

As I stated yesterday, it is silly to worry about the homestead property tax credit instead of the bigger City property tax issue:

During a five year period you will pay $34,020 in property taxes to Baltimore City on a $300,000 house.

During a five year period you will pay $13,650 in property taxes to Anne Arundel County on a $300,000 house.

$34,020-$13,650= $20,370 saved over five years by living in Anne Arundel County.

Before we even think about overhauling the homestead property tax credit we should look into some of the peculiar applications of it in Baltimore. This signed agreement from 2007 shows that 5th district councilwoman Rikki Spector occupies a condo unit at Harborview in the 11th district of Baltimore City. Rikki Spector lists 7404 Park Heights Avenue in the 5th district (and in Rosenberg’s  41st House of Delegates district) as her primary residence and receives a homestead property tax credit of over $1000 a year there. Let’s lower Baltimore’s property tax rate and eliminate “peculiar” or incorrect homestead property tax credits.

The shameful voter turnout of young people and men in Baltimore

I just stumbled upon the 2011 primary voter turnout chart located at the bottom of the page at this link.

64,378 Democrats voted in the 2011 primary election. Only 23,902 were men! Almost twice the amount of women voted.  There is no legitimate excuse for this embarrassing statistic. At least 10,000 more men need to take responsibility and vote in the primary election.

The number of young people who came out to vote in the primary was just as pathetic as the number of men. 14,802 Democrats who were between the ages of 25 and 44 voted in the 2011 primary. 16,804 of the Democrats who voted in the primary election were over 65.  Those two numbers generate a depressing comparison. People in the prime their lives allow people who are past their prime (and in some cases close to death) to electorally influence the future  of Baltimore more than they do. Young people need to wake up. Young people could quickly eliminate the tired old last names of Baltimore politics if they actually took a few minutes to vote every four years in citywide elections!

30,942 of the 64,378 Democrats who voted in the 2011 primary election were between the ages of 45 and 64. This is the number of Democrats who are between 25 and 44 that SHOULD be voting. There is no good reason why the total number of middle aged voters should be over double that of young voters.

All of these sad numbers show why women over 70 years old who have held office for decades like Agnes Welch and Rikki Spector easily win election after election. The young men who have little in common with these relics do not even bother to vote. This goes way beyond sex of the public official. If young people voted do you think Frank Conaway Sr. would still be holding a CITYWIDE office?

As a registered democrat male between the ages of 25 and 44 I can proudly say that I am part of the 8% (5,159/64,378).  Young men and women need to increase their numbers on election day 2015 in order to drastically alter the direction the city is going in.  I believe it can happen, it will just take an organized campaign or some type of once in a decade event. WAKE UP!

Rikki Spector will face a challenger in the primary election

For the first time since the 2003 primary Rikki Spector is going to have at least one Democrat challenge her in the 5th district. A man named Scott M. Carberry has registered to run against her in the primary. I emailed Mr. Carberry at the email address he provided, but I did not receive a reply. I did find this Facebook page which deals with his campaign.  I also found his personal blog which addresses his run for office.  He says he has been contacted by organizations interested in his candidacy. I seriously advise him to reply to every single media related organization that contacted him as soon as he can. It is rare that any media organization takes interest in a city council level race. He is going to need all the free publicity he can get. He is taking on a person who has held the same seat for over 34 years!  I notice on his personal blog he does not directly address to the incumbent. That is a huge mistake. If he wants to win he is going to have to directly address the incumbent’s weaknesses.

In 2007 no Democrat stepped forward to challenge Spector. It was truly a sad showing. At least this year there will be competition which is a very good start. We should never have races where incumbents go unchallenged in Baltimore.

A followup to Wednesday’s post

On Wednesday I gave my opinion of the local media’s aversion to “real news stories”.  I feel that there are some good reporters out there, but whoever is in charge of them is giving them fluff stories to report on.  I have a new take on that opinion. On the rare occasions that the mainstream media produces a revealing investigative piece it seems like the general population ignores it unless the story is shoved down their throats. It also appears that complimentary media outlets ignore the story even though elaborating on it would only help them (and Baltimore).

Nearly a month ago ABC 2 broadcast a revealing story about how Baltimore City Council members spend our money.  City Council members get to spend up to $5000 a year from a discretionary fund on all sorts of expenses. Rikki Spector was reimbursed for more than $12,000 over the last two years according to the story. Make sure you check out the story and the charts that show how much each council member spends.  Why does Rikki Spector spend so much on mileage? Hmmmm…..

So why are our $58,000 a year PART TIME leaders allowed to have a $5000 a year discretionary fund during these hard economic times?  Why are they allowed to drive cars leased by the city?  From the lack of publicity this story generated it appears that there are not many citizens who are worried about this very important question or the wasteful behaviors of our leaders.

When will our leaders investigate Rikki Spector and other council members with residency issues?

This signed agreement from 2007 shows that 5th district councilwoman Rikki Spector currently occupies a condo unit at Harborview in the 10th (soon to be 11th) district of Baltimore City.

This is not a new revelation. The members of the City Council know about it and accept it by not investigating it. The board of elections, the inspector general, and the board of ethics also do not touch this issue. Yesterday was taxpayers night at city hall. If a person is occupying a condo downtown, then why should they continue to receive a homestead property tax credit at another location?  The average taxpayer, who showed up at city hall last night, can not have it both ways so why should our leaders? With Baltimore in dire economic straits why do we put up with these types of games?

Rikki Spector is not the only city council member with residency issues. Today the Mobtown Shank wondered why Belinda Conaway’s residency issues have not been investigated by the Baltimore City Council.  You can read the Mobtown Shank piece here.

The city council needs to investigate why the Chair of the Budget and Appropriations Committee receives a homestead property tax credit at her house in Randallstown. Should a person with so much influence over Baltimore’s finances be suing a soon to be 7th District constituent for millions of dollars? What message does all of this send to the citizens of Baltimore about transparency and the priorities of Baltimore’s City Council. Shame on our leaders if there is no investigation into all of this!

I believe we’ve been deceived by the Conaways

The ironic title of this article was borrowed from the 2004 mayoral campaign of a guy who says he lives at the house pictured in the photo at this link.  That slogan is about to come back to haunt the Conaway family.

Parts of the following story have been picked up by WBAL TV and the North Baltimore Patch. Belinda Conaway makes some lame excuses in the stories located at those links.

For as long as I have maintained this blog I have pointed out the questionsable political practices of the Conaway family and Rikki Spector. Since the 1970′s these so-called leaders have maintained positions of power in the city of Baltimore. People have become so used to the last names of Spector and Conaway that they blindly vote for these people over and over again. Even when controversy starts to rear its ugly head these people are able to maintain a sense of power because of their firm entrenchment and the ignorance of many of the voters.

Over the last few years Rikki Spector has basically admitted that she does not really live in the 5th district of Baltimore that she is supposed to represent. She lives in a condo in what is now the 10th district. The media is starting to question her and people are starting to wake up, but the woman does live in the city of Baltimore. In theory she can play games and hang on to a shred of legitimacy because at least she is in the city still. I think that it is total BS, but it is the reality of the corrupt city we live in. Things will only change if the voters rightfully vote her our of office in September.

Now what if Rikki did not live in Baltimore? What right would she have to serve on Baltimore’s City Council? Yesterday I found out that as shameful as Rikki’s deception is that 7th District city councilwoman Belinda Conaway’s is worse. This document shows that Belinda Conaway has not lived in Baltimore since at least 2006- before she was re-elected to represent Baltimore’s 7th district. If the information provided by Conaway for the document is false then she is guilty of fraud.

Belinda K. Conaway’s married name is Belinda K. Washington and she lives in Randallstown according to documents that she has signed. You can look up “9810 Southall Rd, Randallstown, MD 21133″ on SDAT and see that this house is listed as her “Principal Residence”.

Belinda K. Conaway should immediately resign from Baltimore’s City Council since she does not reside in Baltimore according to legal documents that she has signed.

It is a shame that the media did not realize this obvious Conaway conspiracy a few years ago. Belinda Conaway (a married woman who is over 40 with children), Frank Conaway Jr. (a divorced man who is over 40 with children), and Frank Conaway Sr. all say they live at “3210 Liberty Heights Avenue  Baltimore, MD 21215″ on various official state of Maryland election sites. I have run by 3210 Liberty Heights  and I have noticed the political signs from 2010 ground into the front lawn because they were never picked up. One would think a house occupied by so many politicians would have someone in it who was willing to pick up the signs after November and properly dispose of them (after she spoke with WBAL a witness confirmed that the signs had finally been picked up). On SDAT this house is listed as the “Principal Residence” of Frank Conaway Sr. It is possible that he could live there. The most important point is that Belinda Conaway does not live there according to legal documents that she has signed and in order for her to represent the 7th district which conveniently includes that house in its upper northwest corner, she has to really live there and not in Randallstown.

We all know that Frank Conaway Sr. loves to send out political propaganda with the faces of his entire happy family on them. He has his three bears slate gimmick even though there are four Conaways (Papa Bear, Momma Bear, Sister Bear, and Brother Bear). Oddly enough this link shows that Momma Bear Register of Wills Mary Conaway does not even live with her husband or children. She says she lives at “6810 Cross Country Blvd Baltimore, MD 21215″. It is listed as her “Principal Residence” on SDAT. This link shows that Mary Conaway has given power of attorney to another daughter of hers named Monica Pindle. Here is a link to a political piece from 1990 that shows Monica Pindle on the Conaway-RAWLINGS slate (Pindle’s main qualification back then was being the daughter of Mary Conaway). This document shows that Mary Conaway says she is unmarried! Sounds like quite a family.

Frank Conaway Jr. was first elected to represent the 40th district in the House of Delegates in 2006 despite being a controversial figure. The blinding political power of the Conaway family over the masses has never been more evident.

If you look up 3931 Bareva Rd Baltimore, MD 21215 on SDAT you will see that a man named Frank Conaway uses the property as his principal residence. Take note of the mailing address that is listed on the official record. It is the same Liberty Heights address that the Conaway’s use as their official political address. This Frank Conaway is definitely one of the political Conaways.

I have also found an official deed of trust document signed by Frank Conaway from 2005 that lists 3931 Bareva Road as Frank Conaway’s primary residence.

3931 Bareva Road is located in the 41st district (look it up here) so if Frank Conaway Jr. lives there then he is living in a district that he does not represent. If no person by the name of Frank Conaway lives there then at some point some person included false information on a legal document. Elected officials should not do that. They should have to play by the same rules we do.

The State of Maryland says that the following people use the following residences as principal residences and that they receive the homestead property tax credit at every location:

Frank Conaway Sr.- 3210 Liberty Heights Avenue Baltimore, MD 21215
Mary Conaway- 6810 Cross Country Blvd Baltimore, MD 21215
Belinda Conaway- 9810 Southall Rd, Randallstown, MD 21133
Frank Conaway- 3931 Bareva Rd Baltimore, MD 21215

The board of elections says that Frank Sr., Frank Jr., and Belinda live at: 3210 Liberty Heights Avenue Baltimore, MD 21215 and Mary Conaway lives at 6810 Cross Country Blvd Baltimore, MD 21215.

I also found this document from 2010 that says Frank Conaway Sr. is unmarried.

A person named Robin Washington is also associated with 9810 Southall Rd, Randallstown, MD 21133 according to this site.

How ethics, tow companies, and political contributions get mixed together in Baltimore

I found two interesting tidbits in the Sun’s police towing scheme story

From the article:

“I expect all City employees to serve the public with the highest level of integrity, and I will not tolerate criminal or unethical activity by any city employee,” said Mayor Stephanie Rawlings-Blake in a statement.”

Is it ethical for City Councilwoman Rikki Spector to live in the 10th district and represent the 5th district?  Will the mayor continue to tolerate this?

“Paula Protani, who heads an association of the 13 medallion towing companies, said she had lodged numerous complaints about Majestic over the past three years”

“The medallion tow companies have contracts with the city that, in many cases, stretch back for decades. The companies pay a small annual licensing fee — Protani said it was around $500 — and have exclusive rights to tow cars that have been in accidents or are illegally parked in the city. “

“This gives all the good, honest tow companies out there a black eye,” said Protani. “We’re like lawyers — nobody likes a tow company until they need [one].”

Rikki Spector and the Harborview mold

Rikki Spector represents the 5th District of Baltimore on the Baltimore City Council. Spector does not live in the 5th District.  Spector “represents” a district that is located in Northwest Baltimore while she lives downtown in the 10th district in the Harborview condominium complex. Spector can no longer hide this fact, but the media does a good job of letting her get away with this travesty. Spector’s disregard for residency requirements is a slap in the face to the citizens of Baltimore, especially those who physically live in the Northwest Baltimore district that she is supposed to represent. While citizens of the 5th district are forced to create their own neighborhood patrol, Spector gets to live in a luxury condo downtown for free for the rest of her life. This is a travesty and it is something that can not be taken lightly. Any Rikki Spector article needs to mention this disgrace. This Agnes/Pete Welch supporting politician must be voted out before she pulls an even bigger anti-democratic move and gets one of her boyfriend’s relatives nominated to take her place. Do not think it can’t happen! The woman already does not live in her district! Remember that in 1977 Spector was appointed to her current seat which was previously held by her now deceased husband. She entered city council the same way Pete Welch did so of course she was never going to vote against him!

It gets worse. I was recently contacted by a person who conveyed the following information to me:

Here is a link to the “reprimand” that the City Board of Ethics gave to Rikki Spector for her successful attempt to have citations for dangerous mold suppressed at the Harborview condo tower on Key Highway (Spector is credited in the letter with providing “constituent services” even though the harbor view condos are nowhere near the city council district that she is apparently elected for life to serve). The reason she had the city not issue the citations is because she has negotiated a deal with her boyfriend’s family to live there for free for the rest of her life and doesn’t want the condo values to drop so that riff raff like you and I can afford to move in there and be her neighbors.

Even though the City’s Health Department’s cursory investigation determined (after Spector’s intervention) that no mold was present in the the condo building ( mold inconveniently lowers property taxes) the owners of one of the penthouses have had to live elsewhere for almost a year while their condo remains quarantined in a plastic bag and the owner of the other penthouse can’t have his children visit him because one of them has asthma. The City Health Department never even entered the condos to check for mold and the City board of Ethics never bothered to interview the people mentioned in the article before they decided not to charge Spector with an ethical violation.

The City never even bothered to do a real investigation of a mold claim, even though two families in very expensive condos feel strongly enough that there is toxic mold in the building  (and their condos) that one family has moved out of their condo. The other still lives there, but he won’t let his kids in there to visit.

Multiple lawsuits are in the works regarding the mold and the condo boards denial of the issue in a futile attempt to prop up condo values. Most of the condo owners are unaware of the lawsuits or their financial ramifications as the condo board apparently makes all their decisions in a vacuum.  Imagine if the condo board and building owners have to pay to fix the condos and for the year of living expenses for the families to live elsewhere while their condos are toxic.

If the lawsuits go in favor of the condo owners that will provide a clear picture of the corruption of Spector and her flunkies on both the City Board that didn’t enforce the mold citations and the City Ethics Board that “cleared” her of any wrongdoing and failed to sanction her.”

Despite not living in her district it is pretty obvious that Spector has a lot of behind the scenes power in Baltimore. I guess that comes from being part of the machine for 34 years. The bureaucracy would rather humor Spector than ensure that the condos are safe for families who should be living there.

On the side of this article is a picture of the inside of the Harborview condo that was cleared by the City based on Spector’s pressure and the condo board’s indifference.

I think it would be entertaining if someone ran against Spector who also does not live in the 5th district. It’s not like she could try and get that person disqualified. The other non-resident candidate could use his or her candidacy to draw attention to this ridiculous residency situation.

Harassment is in the eye of the beholder

Here is a video from two years ago that was taken inside of a liquor store in Park Heights.  I am not a fan of these kind of stores and I encourage videos that directly address and infiltrate these types of stores. The words that the man being filmed uses and his tone toward the woman are not the way I would have gone about things. Some would consider this a racially inflammatory situation. One can not deny that there are all sorts of racial tensions in the Park Heights area.  The man being filmed likes to boil it down to race so I encourage him to be proactive and encourage those of his race to no longer buy products at the kind of establishments that he says are taking advantage of his community. Liquor, porn, and DVD’s are not necessities in life.

Has 5th district non-resident Rikki Spector commented on the Shomrim incident yet or is she too busy living the good life in her luxury Federal Hill condo? Here is a great video of Rikki giving standard pointless answers to questions and trying to avoid saying anything that takes a real stand. Typical spineless Baltimore politician.

Arrogant Councilwoman Rikki Spector does not live in the district she represents

For years it has been common knowledge that 5th district Councilwoman Rikki Spector does not live in the 5th district of Baltimore. She lives in a Penthouse in the 10th district. In a Baltimore Sun article that is about a mold issue Spector arrogantly talks about living in this building.

Spector has been on city council since 1977 when I was six months old. What does it say about Baltimore voters when such arrogance has been voted back into office over and over again? A large percentage of Baltimore voters have lived their entire lives with Spector in office. Have voters become numb to such behavior? In 2007 no democrat stepped up to challenge Spector in the primary so you can not blame everything on the voters of this district. Someone needs to step up, call her out, and run against her. It appears that a county resident disagrees with me. On the other hand the Jewish Times has posted a commentary that I like.

Spector is considered the “Dean” of the city council. The “school” that this dean presides over is quite laughable if its members continue to sit quietly and allow this farce to continue.  When Bill Cole challenges Jack Young for the City Council Presidency in a few months I think the residency issue will be an excellent issue to get their opinions on. Would either one of them try to pull a Rikki Spector?
