The legal issues of Belinda Conaway’s associates

Make sure you read and spread the word about my previous post: Belinda Conaway’s homestead property tax credited Randallstown property taxes were paid on July 28, 2011.

We are all familiar with Belinda Conaway’s frivolous multimillion dollar SLAPP lawsuit against me, but many of you may not be familiar with her Father’s “lawsuit strategy“:

“In essence, Belinda Conaway has learned how to gain celebrity by using her position as a pulpit. That’s good politics, if not always effective policy-making. And it’s a family trait. Her father’s penchant for filing lawsuits against the city government–a recent one over city police department affairs, for instance, and an earlier one over agency heads not living in the city–has helped keep his name in the news, and that benefits the whole Conaway family. Getting elected is the Conaways’ business, best reflected in the fact that all four run together on a slate, the Three Bears, which works to keep them all in office (The Count, Aug. 1), though Belinda Conaway has her own campaign committee, too.”

Suing to keep your name in the news is a shameless tactic, but we have seen that it can backfire when they pick on the wrong person! HA HA!

Conaway shame is not just something that came about in this decade, this link to an article from the 1980′s talks about Frank Conaway’s controversial insurance business. How is this guy Clerk of the Court? All voters should be embarrassed.

It looks like disgraced former mayor Sheila Dixon’s campaign account donated $250 to Belinda Conaway’s campaign.

I also did a quick Internet search on Belinda Conaway’s treasurer, Shanai Dunmore . She has some interesting case search entries.

A person named Shanai Dunmore is mentioned is this Baltimore Sun article from 2003:

“The indictment alleges that Stewart and Corey Smith paid an unnamed co-conspirator $10,000 for the contract killing of 21-year-old Terry Cheeks on May 14, 2002, in retaliation for the slaying two days earlier of Albert “Elkie” Dunbar, 22.

The relationship between Stewart and Dunbar was unclear yesterday; however, court records identified Stewart’s mother as Mary Lou Dunbar.

Stewart’s girlfriend, Shanai Dunmore, 25, is accused along with his mother of money laundering violations.”

Otis Rolley wins the hurricane challenge

For months I have been saying that in order to beat the Mayor one of her competitors is going to have to partake  in numerous outside of the box campaign activities. This Otis Rolley Tweet describes a storm related activity that fits the outside of the box campaign activity profile that I have been talking about:

“Come help me fill these sandbags outside of the former ESPN zone. The more hands, the more shovels, the more bags. #bmoreprepared”

I received my second Otis Rolley campaign robo-call on Thursday afternoon.  On the other end of the line was a tape of a longtime female resident of Baltimore talking about how Stephanie Rawlings-Blake cares more about her campaign contributors than the citizens of Baltimore. It was pretty hard hitting.

Baltimore is definitely made up of two very different worlds. There are many people who can not stand what Sheila Dixon did and how she left office. There are also many people who have no problem with Sheila Dixon. At the end (3:20 to 3:50 mark) of the following video we learn that Otis Rolley returned campaign contributions he received from Sheila Dixon. Many people think this is a very honorable move and quite a few people (including Dixon apparently) do not like it. I am willing to bet if Rolley kept the money that the Rawlings-Blake campaign would have held it against him. Campaign finance records show that Shelia Dixon related campaign accounts gave Jody Landers $1,000 and Catherine Pugh $1,000.

I love how Dixon starts off the interview by completely disagreeing with the interviewer. She straight up tells the truth when she says that this mayoral election year has not been very exciting!  It is hard to get excited when the incumbent has done nothing controversial and has a TON of money in the bank. Expectations of the continuation of the status quo do not bring about feelings of excitement. The challengers are going to have to come up with some major attention grabs soon if this campaign season is going to end up exciting.

In a previous post of mine I pointed out the strange desire of some people to make this campaign more controversial than it really is. I am happy to see that Sheila Dixon is not one of these people.

Dixon clearly is not satisfied with the job the current mayor is doing.  Stephanie Rawlings-Blake and Dixon basically ran on an incumbent ticket together in 2007.  That clearly was a marriage of convenience because this interview makes me think that Dixon would run again Rawlings-Blake if she could. She may get that chance in 2015. It is clear to me that Sheila Dixon is not staying away from politics and that she will run for office again one day.

Toward the end of the interview the interviewer (Doni Glover) alludes to the
“special tactics”  that Dixon  has used in past elections. I do not know exactly what he meant, but if you think about it that is a pretty funny line.

Kweisi Mfume’s house in Catonsville and why he should not run for mayor

Kweisi Mfume is going to give a campaign speech… I mean eulogy at  William Donald Schaefer’s funeral next week.  It is more than a coincidence that the Baltimore Sun has picked up on new rumors of a possible Mfume campaign for mayor of Baltimore.

Before Mfume uses the Schaefer funeral to promote a possible mayoral campaign let me tell you a few things about the man.  The Sun piece links to an article from 1999 where three former mayors ask Mfume to run for mayor (in the 1999 election). Two of those former mayors are now dead. A lot has changed since 1999. Mfume had his shot, he served on City Council from 1979-1986! How in touch can this guy be with the Baltimore of this decade? It is not the 1980′s anymore. Why does this man continue to play the rumored candidate game with us?  This little game got old years ago. It’s played out! How big is this guy’s ego?

I understand that the Sun wants to provide background information about the man, but why didn’t they link to this much more recent article about him?  The man had at least one affair and was clearly involved in some shady dealings. Do we really need another shady mayor? If we do need a shady mayor I would much rather have Sheila Dixon back. At least we know what Dixon is capable of and at least she is in touch with modern day Baltimore and lives in the city. Why does he have to consult Dixon anyway? I assume he thinks she has a large enough constituency left and that he will automatically inherit many former Dixon votes if he maintains some sort of informal alliance with her. That theory is 100% wrong by the way. Rawlings-Blake has done a great job of winning over the easy to fool… I mean please former Dixon voter constituency.

I know Mfume says he lives in a condo at 10 Lee street downtown. He purchased the condo in 1999 (when he was thinking about running for mayor) from major Democratic campaign contributors (Robert and Elenanor Romadka). He lists the condo as his primary residence on SDAT so he is not trying to pull a Conaway, BUT he also owns a very large house in Catonsville at 6 Bull Branch court. When he purchased the Catonsville house in 1995 he listed it as his primary residence on real estate documents. You can view those documents here. I can not find any legal document (that deals with the purchase of the condo) where Mfume says the Baltimore condo is his primary residence.

How can a man who has not been on city council since 1986 who either lives in Catonsville or on the 25th floor of a downtown condo be able to lead Baltimore in 2011 and beyond? Rawlings-Blake, Rolley, Landers, Pugh, and Stokes are all far superior candidates. If he runs it will only bring his so-called political career to an embarrassing end. He is old school and his time has passed. I have no idea what he thinks he can bring to the table. If these campaign rumors are really true this time, then the man has a shamefully large ego.

Baltimore politics as usual from Jody Landers

Jody Landers is definitely running for mayor. His big issue is the property tax problem. This is a worthy issue and if Landers ends up “the property tax candidate” then he has served a worthy a cause.

Landers wants to win and he does not want to be known as a one issue candidate. He has launched a campaign web site and he has posted numerous Youtube videos.

At the 47 second mark on the main video at his campaign web site he says the following:
“We need new leadership in this city not just a continuation of the same old policies and politics as usual”

Landers is not new and he has helped entrench “The same old policies and politics as usual.

Since 1999 Landers has given $14,580.50 to local campaigns and political action committees (see his contributions here and below this post). This includes $500 to our current mayor who he will be running against! He has spent a decade giving money to Sheila Dixon and Martin O’Malley!  Landers has also given money to “politics as usual” candidates Mary Pat Clarke and the Curran family. This City Paper article from 1984 (which team Landers has posted on his site) states that “Landers played coalition politics with Mike Curran”. In other words Landers made deals with “the machine” as early as 1983!

If you served on city council from 1983 to 1991, made deals with the Currans, and gave Sheila Dixon and Martin O’Malley large sums of money then there is nothing very new and different about you.

Landers does deserve credit for posting these classic Baltimore political articles on his site.

How ethics, tow companies, and political contributions get mixed together in Baltimore

I found two interesting tidbits in the Sun’s police towing scheme story

From the article:

“I expect all City employees to serve the public with the highest level of integrity, and I will not tolerate criminal or unethical activity by any city employee,” said Mayor Stephanie Rawlings-Blake in a statement.”

Is it ethical for City Councilwoman Rikki Spector to live in the 10th district and represent the 5th district?  Will the mayor continue to tolerate this?

“Paula Protani, who heads an association of the 13 medallion towing companies, said she had lodged numerous complaints about Majestic over the past three years”

“The medallion tow companies have contracts with the city that, in many cases, stretch back for decades. The companies pay a small annual licensing fee — Protani said it was around $500 — and have exclusive rights to tow cars that have been in accidents or are illegally parked in the city. “

“This gives all the good, honest tow companies out there a black eye,” said Protani. “We’re like lawyers — nobody likes a tow company until they need [one].”

Sheila Dixon’s next door neighbor’s environmental control board judge contract

A proactive citizen of Baltimore named Yakov Shafranovich decided to do some research and find the environmental control board hearing officer contracts. Anyone could have used the Maryland Public Information Act to ask for these documents. It is great to see regular citizens exercising their rights and at the same time making Baltimore a more transparent city.

The contract shows that ECB judge Gary M. Brooks is paid $50 an hour and can not work more than 600 hours in a year. That’s $30,000 a year. Not bad.

I decided to look for the political contributions that Mr. Brooks has made over the years. I posted them here. I noticed that Mr. Brooks happens to live next door to Sheila Dixon on Winans Way.  The campaign finance database does not show any Sheila Dixon contributions coming from Mr. Brooks. Mr. Brooks did give Martin O’Malley’s campaign $330 in the early part of the 2000′s while O’Malley was mayor of Baltimore.

It also should be pointed out that the other ECB judge Patricia Welch is married to Martin Welch who is the chief judge of the circuit court. The circuit court is the court that hears appeals from the ECB.

Dixon is definitely keeping herself politically relevant. I foresee her running for office as soon as she legally can.  If her congressional seat opens up I could see her taking on that challenge. She obviously (watch the interview) has an interest in federal/congressional level politics.

The interview reveals that like many Baltimore politicians Dixon is rabidly loyal to the Democratic party. Her time away from elected office has not dulled her blind loyalty to the democrats.

Our local elected officials need to stop taking money from public unions

The SEIU (Service Employee Union International) contributes millions of dollars to political campaigns in Maryland and they are rewarded with candidates bending over backwards and promising their union members all sorts of benefits at the expense of the taxpayer. The current system is about to implode, local jurisdictions and states can no longer afford to pay public workers (many of of whom do no do productive work) inflated salaries and generous pensions.

Here is a link to an article about a Democratic strategist who could no longer stay quiet about the SEIU’s thug-like behavior.The following quote from the article pretty much sums up my feelings about public unions:

“Caddell said he was not attacking government employees but that the system “has grown into something far beyond what it should be.”

“How are you going to tell a person who makes $40,000 that they must pay money to make sure that people keep jobs who make $80,000, roughly, and who have defined pensions that they will never see?” Caddell said. “You cannot ask ordinary Americans who have no jobs, whose pensions have been ransacked, and whose pay has been stagnant, to keep rewarding people who don’t face the same kind of conditions and risk.”

“The people who pay for it are suffering,” he said. “The taxpayers are going to explode. This is the big coming issue of our time.”

MISH’S Global Economic Trend Analysis had this to say about the article:

“This is indeed the big issue. Cities and states are insolvent because politicians buy votes from public unions. There is no one to speak for the taxpayer who gets the shaft.”

My review of the state of the city speech

Mayor Rawlings-Blake rocked Sheila Dixon on Monday! Her speech was head and shoulders above Dixon’s speech from last year. The real question is if this Mayor can bring about the radical (for Baltimore at least) change that she spoke about in her speech.

The event started out in classic Baltimore fashion with City Council President Jack Young stumbling through his opening statements. The man is not a good public speaker. The Mayor’s mastery of her speech made his words seem even more lacking than they originally appeared. Young had a nice light suit on though. That was a positive I guess. Young gave the mayor flowers before her speech.

Since politicians have huge egos they had to introduce all the visiting politicians that were in attendance. Elijah Cummings, Curt Anderson, Melvin Stukes, Joan Pratt, union leader Glen Middleton , a firefighters’ union rep, a school union rep, a police union rep, Judge Holland, and Helen Bentley were all announced. Patricia Jessamy was not there. I was worried that with all those union people present that the Mayor would promise them benefits at the expense of the taxpayer. She did not even come close to doing that though.

The Mayor got down to business right away. The differences between her style of speaking and Dixon’s style were noticeable immediately. The mayor spoke in a clear calm voice. Her speech was to the point, short yet concise, and forward looking. She actually brought up non-fluff topics that could cause controversy! You can watch the entire speech here. After watching this speech one has to wonder why we were not embarrassed by the former Mayor every time she spoke. Yesterday’s speech was a breath of fresh air on so many different levels. It was a new beginning and a renewal of a kind of Baltimore pride that had been lacking during the Dixon years.

After the light business suit wearing Mayor thanked her benefactors (O’Malley and Cummings) she jumped right into a subject that Dixon had avoided- Property taxes! The Mayor is sending a signal to the citizens that she is very much aware of the fiscal problems of this city and that property taxes are one of the biggest economic problems many citizens deal with. It was refreshing to at least hear that this mayor cares about basic municipal economics and fiscal responsibility.

“$120 million equals twenty-two-hundred City employees or 55% of our civilian workforce.”

If I were her I would try to fire as many of them as possible in order to make up the impending $120 million deficit.

“Mark these words, remember them and factor them into our actions and decisions in the coming days: This $120 million deficit is brutal and will hit all of our citizens hard. I speak plainly and bluntly. If we sugar coat our problems, we will never rise above and solve them.”

The Mayor did what I thought she would not do, she straight up told us we had a problem that would be painful to fix. She even brought up the always hush-hush “pension time-bomb”.  He speech was not union-friendly! I was shocked.

“Chief among these sacrifices is pension reform for police officers and firefighters.”

Wow! Has someone from the Mayor’s office been reading this blog?

“Despite a deficit equal to a thirty-six cent increase on the property tax rate, if we work together, we can pledge we will not raise property taxes to fix this budget gap.”

Bravo!!!!

“Finally, I’m cutting the entire Mayor’s Office budget by 10%. We will do more with less.”

Has mild fiscal responsibility really returned to Baltimore? Please let the Mayor’s words turn into actions!
