Jack Young, his sister, and ethics violations?

The Baltimore Sun barely covered this story last week. It deserves further research.

Jack Young’s sister is a city 311 operator. Young called for a hearing on a plan to combine the city’s 311 and 911 call centers. You can read resolution 10-0186R by clicking here and scrolling down to the resolutions section. Young is the lead sponsor of the resolution (his name is listed first). The city ethics code clearly states:

“Except as otherwise provided in this Part II, a public servant may not participate in and must disqualify himself or herself from any matter if: (2) to the public servant’s knowledge, a disqualifying relative has an interest in the matter”

Young was also the lead sponsor on resolution10-0183R. The resolution states:

“Informational Hearing – Municipal Labor Relations Law – Unrepresented Employees.

FOR the purpose of requesting the Labor Commissioner to explain the process and rationale for excluding certain personnel from representation under the Municipal Labor Relations Law.”

If Jack Young becomes City Council President, then he will also become President of the Board of Estimates. Think about that for a minute. Now think about how former City Council President Sheila Dixon tried to use her position on the Board of Estimates to help out her sister.  The more things change the more things stay the same?

City Councilman Bernard “Jack” Young currently gets paid over $57,000 a year to be city councilman for the 12th district. He also works for the Maryland Department of Human resources. You can read specific information about his state job here.

I think it is ridiculous that anyone gets to hold two public sector jobs and double dip from tax payer funds.  Young will be paid over $100,000 a year to be city council president. I hope that Councilman Young will dedicate himself full-time to the citizens of Baltimore and give up his state job.  $100,000+, great benefits, and a generous pension is more than enough to live on in a city where the median income for a household is $30,078, and the median income for a family is $35,438.

WBAL’s Jayne Miller also became interested in Young’s state job and if he plans to give it up. Listen to this interview that she conducted with Young. She also brings up how Mr. Young owned a house in Harford County for many years.  Young calls it a “Summer Home”. Rikki Spector has a residence in the 10th district and the 5th district (which she represents), so until she is forced to live in her district they can’t go after Young. This does not excuse Young, but the precedent was already set by Spector.

Young sounds bad in this interview. Now his fellow council-people have a legitimate excuse to change their votes (while of course at the same time receiving extra political donations here and there). I wonder who could have encouraged Ms. Miller to pursue this interview? Is the O’Malley machine hard at work?

In 2009 Jack Young’s campaign raised $64,659.86 according to the 2010 campaign finance report that just came out. The campaign’s total bank account balance is now $239,164.90. Young has much more money than his potential competition. Bill Cole’s campaign raised $21,285.00 in 2009. The campaign’s total bank account balance is now $33,912.29. The Eldorado Lounge is a strip club in East Baltimore.  I was shocked that a well funded candidate for City Council President would take money from a strip club. Who wants their name associated with a strip club? Then I did some more research and I learned that Councilman Young is just doing what many other local politicians are doing:

No new publicly funded sports complexes!

I was sent this site by a friend of mine. It is a report from early in the 2000′s that details what a waste of money most of Baltimore’s publicly funded projects are. It shows that building a new arena or soccer stadium would be a bad investment for the tax payers of Baltimore or Maryland.

The proposed soccer stadium is in the news again. You better believe that developer and major political contributor Patrick Turner is excited about the possibility of a soccer stadium down there.

Mayor Sheila Dixon wants to build a soccer stadium in Baltimore in order to get the DC United soccer team to move here. She thinks it will compliment the new developments that are supposed to spring up around Westport and the Camden Yards Stadium area.  If this is such a great investment then one of the many so-called developers who contributes to Dixon’s campaign should fund the stadium himself.   As two of my past videos show, there are many areas around Baltimore (including RIGHT ACROSS THE STREET FROM THE MAYOR’S CHURCH) that could use a fraction of the $200million that would be used on a soccer stadium.

A soccer stadium is not going to solve Baltimore’s urban ills. A story about a proposed soccer stadium will definitely distract the public from what is really going on in City Hall though. Nice try.

By the way, In San Francisco the Baseball Stadium was PRIVATELY FUNDED:

“The ballpark is the first privately funded ballpark built for Major League Baseball since Dodger Stadium opened in 1962. No new taxes and no money from San Francisco’s general fund were used to build the ballpark. The Giants lease the land on which the ballpark sits from the Port of San Francisco at a fair market value.”

There has also been talk about  Baltimore needing a brand new full size arena so we we can have a shot at acquiring an NBA team.  Tax payers can not afford to pay for a new arena for an NBA team that we will never get.  If by some miracle (actually it would be a curse)  we did get a team the people of Baltimore would not support it.  This may be a city that that produces NBA talent but it is a region that does not give a darn about the NBA (and rightfully so).

If the counties around Baltimore would like to pay for a new arena and new infrastructure for Baltimore City then go ahead and waste YOUR money.  If some Billionaire would like to do the same thing then be my guest.  Baltimore city needs to focus on lowering property taxes immediately if we ever wish to even get close to returning to our former glory.  We need to take drastic actions in order to lower the property taxes but our leaders lie and say there is no fat to cut out of the bloated and wasteful city budget.  Wasting money on an arena will only hurt us long term.

Some people think that you need an NBA, NFL, or baseball team to be a “real city”.  Well Oklahoma City just took Seattle’s old NBA team.  Where would you rather live?  Which city is the “real city”?

We are not getting another major league professional team! We will just end up like Kansas City with a brand new arena and a few more events a year. Do you really want to be the next Kansas City or do you want to be Seattle where they stand up to the corporate bully otherwise known as the NBA?

Right now our arena is profitable and it is a positive economic contributor to Baltimore.  At the end of the day after you consider the following factors will Baltimore and Maryland end up in a better economic situation once the new arena or soccer stadium is built?

  • To build a new arena the old one must be shut down for two years. No revenue will be generated, no taxes will be collected, no people will come to an event and spend at surrounding businesses, no parking garages will be filled…
  • The new arena will cost close to $400 million.  Where will the money come from?
  • How quickly will the arena be able to generate a +$400 million impact for the state of Maryland?
  • Will we end up with a 6.5% sales tax to fund a new arena or soccer stadium?
  • Once the new arena is fully operational will it be as profitable as the old one?
  • Once the new arena is fully operational will it really attract new events that the old one could not? How profitable will these events be and how much money will they bring in for the local economy?

It appears to me that publicly funded projects in Baltimore only get proposed in order to pay a friend or political contributor back.  When policy is controlled by developers and those with little interest in the well being of the residents of Baltimore then we have a major systemic problem.  Baltimore needs to come up with projects and policies that actually help the citizens of Baltimore!  It’s a very simple concept that has been completely lost in this city.  I have said it before and I will say it again: We need a new system!

Will Joan Pratt be the next Bethel candidate for mayor?

Joan Pratt is a name to keep an eye on. Although she has done little as Comptroller since 1995, her name is known and she is definitely part of the Bethel AME political machine/establishment that Dixon is part of. Her name has been mentioned as a candidate for Mayor in the past and with fellow Bethel AME’er Dixon out of the way she could run and get the full support of the church.

A lot of people talk about how the four highest elected positions in Baltimore are held by women.   Since 1995 Joan Pratt has served in one of those positions as comptroller of Baltimore.  The comptroller oversees city audits and real estate transactions.   Since she has been elected four times to this position one would assume that the Baltimore bureaucracy has become more financially efficient and accountable since 1995.  Of course this is Baltimore and once you become an incumbent you are basically guaranteed victory because people “know your name” so it does not matter if you really do your job or not.  Since Pratt has served in a citywide position for many years her name came up as a possible candidate for mayor in 2007.  But why? What has she done?  She is a member of Bethel AME church and in Baltimore that is just as good as actually doing your job.  She used to have a profile on the Bethel AME site.

Pratt does not even have to run against other candidates anymore. In 2007 she ran unopposed. For some reason others are unwilling to even try and run against her.  Here is an interesting City Paper article about her from 2007.

The Bethel AME Joan Pratt profile has a tidbit that caught my eye in it:

“Comptroller Pratt’s further responsibilities include serving as chairman of the Employees’ Retirement System, City of Baltimore, Maryland, the Elected Officials’ Retirement System, and Trustee of the Fire and Police Employees’ Retirement System, whose pensions are collectively valued at more than $1.3 billion.”

That quote made me think back to this disturbing article from 2007: City faces $2.9 billion gap in retiree health benefits.

In these times of economic uncertainty we really need Comptroller Joan Pratt to step up and challenge the way things work economically in Baltimore. Her high position gives her the power and the legitimacy to question government spending, taxes, and just about every budgetary aspect of Baltimore. I do not see any type of proactive directives coming from the office of the comptroller, it is rare to hear anything from her.

It is interesting to note that the accounting firm of Joan Pratt & Associates is still very much a legitimately functioning business. One wonders how the comptroller of a major city has time to be associated with a private business while the city is in the state it is in. Although it is not legally wrong to have other business interests while you hold an elected position, I feel it is a slap in the faces of the citizens of Baltimore to not fully commit oneself to such an important job as comptroller.

Don’t pat yourself on the back if you voted for Keiffer Mitchell

Statement from Keiffer Mitchell regarding the city hall transition:

Where are the leaders who will call Dixon out? Did you notice the silence from the City Council during the trial? Like Mitchell, they fear doing something “radical” or “different”.  The status quo rules Baltimore and our leaders fear doing anything that might shake the status quo and endanger their current or future political positions.  In the end of the day they are all “friends” on a certain level, just like Keiffer said. Mitchell’s comments are a product of the one party system that we suffer under in Baltimore.  In his next campaign (House of Delegates?) there will be Dixon fans in his district and he would not want to offend them.  At times it appears we are watching one big scripted show.  The only elected official who always speaks the truth on such matters is Jill Carter.

The video of my walk up Eutaw street has caused quite a stir amongst some people so I decided to to take it to the next level and walk down a more controversial street. Many Fridays ago I walked down Druid Hill Avenue starting at North Avenue on my way to my interview with the Baltimore Rapport. My walk took me through Druid Heights, Marble Hill, and the McCulloh Homes housing project. I also walked by Bethel AME church where Sheila Dixon Joan Pratt belong.  I saw many politically related subjects on my walk and I commented on them in my classic way.  Most people in the Baltimore area have never even driven on this major street. The amount of empty houses and trash would shock a person not from Baltimore. Enjoy:

People seem to have very short memories in Baltimore. I am here to help people improve their political memories. Only a few months ago our city council president had a moment of infamy when she publicly humiliated a woman who called her “Stephanie” at a hearing.  I wrote about this classic Stephanie moment here. Please read the old article to learn more about our possible future mayor.

It is also interesting to note that less than three years ago Stephanie was the councilperson for the 6th district. In three years she could go from having that position to becoming the mayor of one of the largest cities in this country. Last names are powerful tools around here.
